	If she was born in 1899 she would have been 13 when your gran was born in 1912

	Yes, Victor that is what I think too as I found the above marriage in 1908 for Mary Elizabeth Fullwood and it's not to a Mr Devine

We need if possible her fathers name from her marriage certifiate, now if it Says Samuel Devine we have a problem, as it may be that she has just put the name of the person she has always presumed is her father. She was name Mary Devine but Samuel Devine did not appear listed as her father on the birth certificate. It is possble that Mary Fulwood was already pregnant with someone elses child when she married Samuel Devine. If you can give us the date of birth and date of marriage it may answer this question.
