Magistrates Court payments to support illigitamate

The county court would normally deal with any Child support,

Magistrates are normaly for criminal offences.

Does any one know how to find out who setup payments to suport illigitimate children. I.E. father of a Child
born 1934
Child In Hemsworth West Riding of Yorkshire
Father in Bradford " " "
