Death certificate info, puzzling!!

I have just received a death certificate and in the Signature, description and residence of informant column it says, |

Normally a death is reported by someone present at the death, or a relative and that is how they would be described. If neither of these is available then the person who arranges the funeral (whether cremation or burial) can register - hence the description. |
