Emma, To track down someone like this takes a lot of work. Most people would hire a company specialising in people finding to do this for you as they will often have access to the census records for that area that can be searched with very little information and may provide a hit. Alternatively, You could always go and visit the area with the little information that you have and start asking questions. If you have no clue where to start looking head into some of the older looking pubs up there and start chatting to the old people propping up the bar. Regulars tend to stay in the same pub for a long time and one of them may just remember him and know what he's doing now. On a different note, are you sure that you do want to meet him? Your family must have their reasins for not wanting to give his name to you and if they believe you may be disappointed then that's something you should think long and hard about. Obviously, the easiest way to find him is to get his details from your family, a surname and date of birth would be the best but if nobody is willing to give you this then hitting each different memeber for a tiny bit of information would help. e.g. Did his parents live round there? Did he live with them? Did he have a regular pub?
