Guildhall Library in London has the largest collection of London Directories also a large collection of provincial directories. Much of the collection is available on microfiche. The SoG also has a substantial collection of London ones. CR offices should hold collections for their own areas. Reference Libraries and record offices should have some for the area they cover.
