I had a similar problem when researching my ex-Father-in-Laws family. His father was Ernest Cooper b.1897. Hit a brick wall straight away - couldn't find him on 1901 census. It was some time later when I was looking for other family members that I came across a Jack Cooper who would be the right age etc. - after checking this out thoroughly I decided that this 'Jack' was actually Ernest (all b.m.d. certs have him as Ernest) and perhaps someone was 'having a laugh' or the Enumerator misunderstood - or both. When I presented my findings to my ex-Father-in-Law he said that he did remember (now I'd mentioned it) that his father was called Jack by other members of his family. Why?? - dunno!! - So, for what it's worth, my money's on Harold and Leonard being one and the same.

No Leonard is not with his grandparents in 1901. Think it highly likely that Harold and Leonard are one and the same. 1901.
