The registration district is Lancashire (district offices in Preston).
I think 5911v is the District and subdistrict code.

Here's a (doctored) 2001 birth:

Name: Mary Jones
Mother's Maiden Surname: Smith
Date of Registration: Jun 2001
Registration district: Hampshire North
Registration county: Hampshire
Page Number:
Register number: C2B
District and Subdistrict: 5031B
Entry number: 123

But as for your real question, I don't know which subdistrict it is.

Its just part of the GRO ref ,Each district has its unique nos for their records,
Name: SALES, Jonathon James
Registration District: Help Lancashire
County: Lancashire

District No: 5911V
Reg No: V3
Ent No: 067
DOR: 806

Its helps the GRO locate the certificate when you order a copy.

I only have Lancashire, 2006 for ancestor Johnathon James Sales
(death)
On the Death Index it is District No : 5911v
