The description says "Sirhowy" (followed by the numbers I gave above) "and the Rows" - the Rows not being part of Sirhowy

Thanks everyone.
But I'm still confused.
Sirhowy is (and was) a fairly small area....
The concept of 21 rows and 285 dwellings is a great stretch of imagination.

that seems to be a valid address - all the neighbours are 21st Row 283 etc

If you look at this site
http://yourarchives.nationalarchives.gov.uk/index.php?title=Place:Bedwellty_Registration_District

this gives street names in Bedwellty in 1891 and there are twenty first row, Second Row, Thirtieth Row and many others

If you click on the District No (at top of image) then Bedwelty in Registration District, Tredegar in Sub-Registration district , and then Description of the Enumeration District, you will see an image of the area covered by that District.

For this district it says

"That of Tredegar comprising Sirhowy? No 20 (then the nos 21 to 30) 11 and The Rows. So it looks as if they were just called The Rows.

I'm finding some strange addresses on 1881 census - e.g.
No. 282, 25th row
There is no street name or house number.
The first number - 282 - looks suspiciously like a land parcel number which was used on some OS maps.
Is it possible enumerators would have used land parcel numbers as an address reference?
