Just thinking, "in law" could have been put on the census to mean "step". For some reason, back then this happened.

For instance, with my great-great grandparents on the 1871 census, he was 24, she was 30, they married in 1868 and are stated to have a 7 year old "son-in-law" with them. I think this boy was the result of a pre-marriage relationship that my great-great grandma had, but presumably her husband treated him as if he was his own child and hence "son-in-law" might be the old way of saying, "I am legally responsibly for this child". Now we would just call him a step-son.
