changing name by deed poll

Does anybody know how I would go about finding somebody who has perhaps changed their name by deed poll in the last 20 years? |

You dont need to change your name by deed poll, you simply tell all relevant persons and institutions etc. and then use your new name. |

I was trying to find somebody for a friend and the information she gave me was that she thought he had maybe changed his name. I was wondering if there was a register for this, but obviously not. It's like looking for a needle in a haystack. |
