1970 Birth not Registered until 1975?

Found her parents marriage, in the quarter before the birth was re-registered. I guess this solves my puzzle! |

The person born in 1970 could have been re registered in 1975 if their parents subsequntly married. |

Is it possible to delay a birth registration by this amount of time? |
