UK Citizen dies overseas

I suspect that a relative that I am searching for, who lived and worked in the EU, has died overseas. Would a UK death cert be issued?

British Deaths Overseas upto 2005 on Find My Past

Normally, no. However, his death could be registered with the British Consulate, and their registers are available thru the GRO.
