Its a difficult one. On the 1881 there are no children apart from Patrick over the age of 10 who could tie the family together. I reckon they probably are the same family but the only way to prove it would be to order one of the siblings birth certificates. Even that could be difficult cos theres 3 Johanna Foley's born in the correct timespan 2 in Whitechapel and one Poplar. |

How much older was Patrick on 1871 census. |

My great grandfather Patrick was born in 1869 and at the time the family was living at 27 Jones Building Whitechapel his parents were John Foley and Ellen Foley. |
