Childrens home or work house?

My grandfather John William Glover born 1889 in Grimsby Lincolnshire was found in the Cottage home of the Sculcoats Union in Hull Yorkshire,can anyone tell me if this was a childrens home or a work house as his mother Susanna was not listed as being with him.

If you google sculcaotes union hull yorkshire, all the info is there, it was a workhouse for the poor.

The Sculcoates Union workhouse did have a Cottage Home for children, but this didn't open until 1897.
