I've found it being short for Sarah Jane and for Elizabeth in my tree and I also had a neighbour who was named Cissie.

I also had a great-uncle "Cis" - his name was Cecil!

Otherwise, Cecilia or Cecile, Priscilla, Frances, Lizzy, Elizabeth.
