How to locate birth parents of father.

Could someone please tell me how i could find out when / where my fathers birth parents were born. All i know is that his father was called Thomas Albert Joseph and his mother's name was Pamela. |

The best place to start is his birth certificate, but as he was born out of wedlock it is unlikely that the father's name will be given. |
