searching 1891 census

Hi, i have found my great grandmother Sarah Wanklyn on the 1901 census, but when i looked for her on the 1891 census i couldn't find her or her family. Can anybody tell me why not?

Also i can't find my great grandfather Stephen Thomas Milward d.o.b. I think he was born in 1882 in Great Witley but can't see it on the records, help anybody please.

This is the only Stephen Thomas Milward on freeBMD between 1870 and 1890, not sure where Great Witley is....Alcester is on Warwickshire./Worcestershire boundaries.
